Two new programs put local contractors to work
and help homeowners save money.
Are you a contractor interested in residential energy efficiency upgrades? And, would you like to expand your skills and build new business?
Are you a homeowner who would like to reduce your energy costs and make your home more energy efficient? And, would you like help with financing your upgrades and receiving rebates and incentives?
If you answered "yes" to either (or both!) then you need to know about two new programs available in Napa County - Energy Upgrade California and CHF’s Residential Energy Retrofit program.
ENERGY UPGRADE CALIFORNIA
Through Energy Upgrade California, homeowners can:
- Receive more than $4000 in rebates and incentives
- Make a big dent in remodel costs
- Permanently lower their utility bills
- Improve resale values
Homeowners MUST work with a Participating Contractor
Energy Upgrade California offers tangible benefits for building professionals, including:
- Training in the latest home performance standards
- Listing in the www.EnergyUpgradeCa.org contractor directory
- Connections to clients looking for services
Participating contractors help homeowners choose the Basic Upgrade: seven required measures, or the Advanced Upgrade which includes Basic measures, plus custom measures such as high-efficiency furnaces, efficient cooling systems and water heaters, wall insulation, dual pane windows. To be a participating contractor:
- Valid CA contractor’s license
- Valid contractor’s bond
- Completion of orientation workshop
- Signed Contractor Participation Agreement
- Local building permits as required

Energy Upgrade California is offering FREE contractor participation workshops throughout the Bay Area. You'll learn how to get involved, gain visibility with homeowners who are looking for contractors doing the work, and make the most of program rebates and incentives. You'll also learn valuable information about: home performance and Energy Upgrade California; how to participate in the PG&E service territory; marketing support and outreach activities; contractor enrollment process and requirements; jobs reporting and rebate application; field mentoring, quality assurance, and safety; local opportunities and government incentives. CHF RESIDENTIAL ENERGY RETROFIT FINANCING
CHF’s Residential Energy Retrofit Program offers significant financial support to homeowners to make their homes more energy efficient:
- Low (3%) or no (0%) interest loans for up to 15 years, for all project costs
- Grants for part of project costs (reducing the size of the loan)
- Must be in a CHF member or associate county (Napa County qualifies)
- Must be within income limits (roughly $130,880 in Napa County)
- Must work with a CHF Participating Contractor
To participate, contractors must:
- Have a valid California contractor’s license
- Have a Building Performance Institute certified person on staff
- Participate in CHF contractor orientation and training
